2026 EV Incentive Quick Guide

  • Ford Power Promise: Get a complimentary home charger and standard installation for 2026 Mustang Mach-E and F-150 Lightning models delivered by March 31, 2026.
  • Clean Cars 4 All (CC4A): Up to $12,000 grant to scrap an older gas vehicle and replace it with an EV in the San Joaquin Valley.
  • Driving Clean Assistance Program (DCAP): Up to $7,500 grant for income-eligible buyers (no vehicle scrap required).
  • SCE Utility Rebate: Southern California Edison offers up to $4,200 for electrical panel upgrades to support home charging.
  • Federal Charging Credit: A 30% tax credit (up to $1,000) remains active for home charging hardware through June 30, 2026.

While federal tax credits for electric vehicle purchases officially shifted at the end of 2025, California residents—particularly in the Central Valley—now have access to some of the nation’s strongest state-level incentives. From the massive $12,000 CC4A grant to Ford’s exclusive Power Promise, going electric in Porterville has never been more affordable.

At Porterville Ford, we want to ensure you maximize your savings on a new Mustang Mach-E or F-150 Lightning. This guide covers the essential 2026 updates for federal, state, and utility rebates available in Tulare County.

The “Ford Power Promise”: Exclusive Home Charging Offer

In 2026, Ford is removing the biggest barrier to EV ownership: home charging. If you take retail delivery of a new F-150 Lightning or Mustang Mach-E by March 31, 2026, you are eligible for the Ford Power Promise.

This includes a complimentary Ford home charging station and professional “standard” installation through Qmerit (or a $2,000 credit for those who already have a charger). This ensures you wake up every morning with the longest electric vehicle range possible. Check our new vehicle specials to see qualifying inventory today!

California State Incentives: CC4A & DCAP

California has replaced older purchase rebates with a more targeted $200 million ZEV fund and income-qualified grants designed for regions like the San Joaquin Valley.

Clean Cars 4 All (CC4A) – Up to $12,000

Administered locally through the San Joaquin Valley Air Pollution Control District, the CC4A program offers a grant of up to $12,000 for residents who scrap a 2009 or older gas-powered vehicle. This grant can be used directly at Porterville Ford to lower the purchase price of a new or used hybrid or electric vehicle.

Driving Clean Assistance Program (DCAP) – Up to $7,500

If you don’t have a vehicle to scrap, you can still save. For 2026, the statewide Driving Clean Assistance Program (DCAP) offers up to $7,500 in grants for income-eligible buyers.

DCAP is launching a regional rollout organized by air districts. There are DCAP regions along with their expected application opening dates available on the Driving Clean Assistance Program website. Additional counties will be announced before their respective opening dates. To view a list of air districts, please visit: https://ww2.arb.ca.gov/california-air-districts.

This program ensures clean transportation is accessible to all Porterville residents. You can apply for credit online to get the process started.

*Some counties fall in more than one air district. Individual address will be used to determine the Clean Cars 4 All (CC4A) program administrator the participant will be referred to.

Charging Credits & Utility Rebates

Significant funds remain available to help prepare your home for your new Ford EV:

  • 30C Federal Charging Credit: While the vehicle purchase credit has expired, the 30C Alternative Fuel Infrastructure Tax Credit is active. Receive a federal tax credit of 30% of the cost of hardware and installation (up to $1,000) until June 30, 2026.
  • Southern California Edison (SCE) Rebates: Through the Charge Ready Home program, SCE customers in Porterville can receive up to $4,200 to upgrade their electrical panel to 200 amps.

Frequently Asked Questions

Is the $7,500 federal EV tax credit still available?
The federal 30D tax credit for purchasing new EVs officially ended on September 30, 2025. However, Central Valley residents can now utilize state programs like CC4A ($12k) and DCAP ($7.5k) for even greater savings.

How do I qualify for the Clean Cars 4 All grant in Porterville?
You must live in the San Joaquin Valley Air District, meet specific income requirements, and scrap a 2009 or older vehicle. Contact us for help with the application!

Does the Ford Explorer Hybrid qualify for these incentives?
Most grants like CC4A apply specifically to Plug-in Hybrids (PHEV) and Battery Electric Vehicles (BEV). Standard Explorer Hybrid models may qualify for lower grant amounts depending on specific district rules.

Can I combine utility rebates with state grants?
Yes! You can typically combine the Ford Power Promise with the SCE panel upgrade rebate and the federal 30C charging tax credit for maximum savings.
